The Mars Hill Public Library is located at 25 Library Street. The library is a partnership between Madison County, the Town of Mars Hill, and a citizen group - Friends of the Library. Madison County provides all operations of the library and is responsible for librarians, employees, and book services.

The Town of Mars Hill owns the library building and provides operating funds such as telephone, utilities, supplies, building and grounds maintenance, and insurance. Friends of the Library are a 501c3 that supports the Mars Hill Library by working with library staff to assure quality furnishings, programs, and services.
