Town Manager
Overview
The Town of Mars Hill operates under the Council-Manager form of government. In this system, the citizens elect a Mayor and a four-member Board of Aldermen. The Mayor and Board of Aldermen are responsible for establishing policies, setting goals, providing direction for the Town’s operations, and adopting the laws necessary to govern the community effectively.
Responsibilities
The Town Manager is appointed by the Mayor and Board of Aldermen. The Town Manager is responsible for overseeing all Town departments, personnel, and the day-to-day operations of the local government. The Manager also develops and administers the Town’s Annual Budget and serves as a liaison between citizens and the Town’s elected officials by communicating community issues and concerns to the Mayor and Board.
Duties
Some of the general duties of the Town Manager are to:
- Assure that laws and ordinances are enforced
- Appoint and remove department heads and employees on the basis of merit and to exercise control and supervision over all departments

Make recommendations to the Mayor and Aldermen concerning the affairs of the Town including plans for short and long-range improvement projects

Keep the Mayor and Aldermen advised about financial conditions and future needs
- Prepare and submit the annual budget

Prepare and submit reports as they may be required by the Mayor and Aldermen
- Keep the public informed, through reports to the governing body, of the operations of the Town government
